Because the promise is based on the factory's best remembered day, not its average day. The best day had full attendance, a style the operators had run for two weeks, and no thread or fabric waiting. The average day has two operators absent, a style change that costs the line its rhythm, and an hour lost to a breakdown or a late trim delivery. When you quote from the best day, every normal day puts you behind schedule, and the gap only becomes visible in the last week before shipment. The line was never free. It was running at its real speed while the commitment assumed an imaginary one.
What is the textbook capacity formula, and why does it fail small factories?

Divide the order quantity by your measured daily average for that style family, and you have sewing days. Add cutting lead time, add the days this order waits behind what is already on the line, and add a margin for the learning curve if the style is new, because the first days of any new style run well below average, and your own register will show you how far below. A 20,000 piece order at a measured 1,500 pieces a day is 14 sewing days after the queue clears, not from the day you sign. Check the total against your order book before you answer the buyer, because capacity you have already sold is not capacity. If the date does not fit, negotiate quantity or date in the first conversation, when you still have leverage. A refused date rarely loses a buyer. A missed one often does.
What should you write down every evening?
Four columns: date, order or style, pieces out at end of line, operators present. It takes ten minutes after the last bundle and needs nothing but a notebook or a phone. In a month you have per-style capacity no consultant could have told you. In a quarter you can see which styles the floor runs fast, what absenteeism actually costs in pieces, and whether the line is drifting slower or faster.
